[emanicslab] slices on upgrades nodes

Hi Juergen,

I just sent an email with the current status to the mailing list. We 
implement the blocking manually through iptables, therefore, this status 
is not visible.

Note, that nodes whose access to the server are blocked can still be 
accessed, if a slice already exists on those nodes, however, new slices 
currently cannot be instantiated, new users cannot be added etc.
